If you are impersonating, it would be the impersonating user. Alternatively, click the Find menu and select Find a Handle or DLL. If you are impersonating this would be the Network Service account. Check that the directory has access permitted for the user which the application is running as at the point of the file IO call. For this example, you want to include Notepad.exe in the (Include) Filters. Process Explorer - Find Handle or DLL Type in the name of the locked file or other file of interest in the Search dialog box, then click 'Search'. Alternatively, click the Find menu and select Find a Handle or DLL. Run the Process Monitor application Include the processes that you want to track the activity on. Open Process Explorer (running as 'administrator') by running procexp.exe or procexp64.exe. Extract the zip file contents to a folder of your choice. If you dont run as admin, you will need to click on File > Show Details for. This should list the processes currently accessing the file. Type a file name or part of the file name in the text box provided.

Not sure why you would want to use Process Monitor for access problem in file system. Step 1: Running Process Monitor & Configuring Filters Download Process Monitor from Windows Sysinternals site. zip file and run procexp.exe as administrator. Use Resource Monitor to Find Which Process Has Locked a File To launch Resource Monitor, press Win + R, type resmon.exe, and click OK.
